Sail on the Nonestic Ocean with a robbed and deserted king, a robbed and deserted pirate, a shipwrecked boy, and a Royal Read Bird. Ato, who was the king of the Octagon Isle, was deserted by his 180 subjects and robbed of everything in the land except the castle furnishings by his subjects because his subjects believed that he was too soft and not ambitious enough. Captain Samuel Salt, once captain of two pirating ships (The Crescent Moon and The Sea Lion)was robbed of The Sea Lion and his treasure by his crew and then deserted by his crew because he was too soft and liked exploring and specimen collecting more than he like pirating. These two meet and with Peter, a shipwrecked boy from Philadelphia, and Roger, the Royal Read Bird of Ocatgon Isle, they set sail on the Nonestic Ocean and visit many exciting places.

Meanwhile, the old gnome king Ruggedo, who has lost his speech for the last five years and the next two years because he was hit by the Silence Stone, answers an add for a dumb king for the kingdom of Menankypoo. One day while walking along the seashore, he discovers and enters the cave of Kadj the Conjurer. In the cave, he finds an axe that cures his speech problem and Clocker, the Cuckoo Clock Man, who promises to help Ruggedo conquer Oz again.
