The Hungry Tiger of Oz is complaining about his hunger once again, but this time, he gets a way to make it go away. While playing hide and seek, he is found by Ippty, the Chief Scribe of Rash, a kingdom in Ev. The Hungry Tiger accepts Ippty's proposal to make the Hungry Tiger the jailer of the prison of Rash and the eater of all prisoners who are condemned to die. However, when the Hungry Tiger gets to Rash, he is locked up, and forced to eat prisoners who did nothing but annoy the evil Pasha of Rash. Then Betsy Bobbin and Carter Green, a strange man made of vegetables, arrive, who came to Ev by way of a winding road. One of the next prisoners to be thrown to the Hungry Tiger is a small boy, who is explained as the Scarlet Prince, the rightful ruler of Rash. Determined to put Reddy (the Scarlet Prince), on the throne the Hungry Tiger tries to find a way out of the prison with Reddy, Betsy, Carter, and all the other prisoners. They find a secret way from a cavern underneath the pavement and fall down into Down Town.
